Deuteronomy 19:17

then both the men between whom the controversy is, the accuser and the accused, shall stand before the Lord, at the central Sanctuary, before the priests and the judges, Deuteronomy 17:9, which shall be in those days, for these were to be regarded as the representatives of God;
