Exodus 20:6

and showing mercy unto thousands of them that love Me and keep My commandments. The Lord's holiness and righteousness demands that He visit the sinners with His punitive justice, but He takes far greater pleasure in giving proofs of His mercy and kindness: He would rather reward than punish.
