Isaiah 14:4

that thou shalt take up this proverb, a song of triumph, against the king of Babylon and say, How hath the oppressor ceased! the golden city ceased! literally, "Ended is the driving despot, ended the exacting" (of gold), or "the oppression"; for the greatest burden which Babylon laid upon the people under her dominion was that of tribute.
