Leviticus 27:32

And concerning the tithe of the herd or of the flock, even of whatsoever passeth under the rod, that is, under the staff of the shepherd, who keeps a careful record of the animals in his care, the tenth shall be holy unto the Lord, the tenth part of the annual increase was set apart for the use of the Lord and His Sanctuary.
