Isaiah 29:19

The meekand poor(as in the Psalms) are the oppressed and down-trodden lower orders, as contrasted with the irreligious upper class (Isaiah 29:20 f.). They have now no hope but in Jehovah; then they shall obtain fresh joy in Him, because He has delivered them.
