ἔλεγε γὰρ ὁ Ι. The progressive imperfect, with force of a pluperfect. John had been saying just before he was apprehended (Burton, Moods and Tenses, § 29). οὐκ ἔξεστιν : doubly unlawful; as adultery, and as marriage within prohibited degrees (Leviticus 18:16; Leviticus 20:21).
