The overseer or bishop is an officer of the Church in the Pastoral Epistles: cp. Acts 20:28; Philippians 1:1. Here the reference may be to the officer of the household who is set over the servants (cp. Luke 12:42); he may have no interest in them except as chattels, but they have an unseen overseer who cares for their very selves.
